Featured Who made me? Museum replica brooch?

I think she's an Assyrian angel or a female griffin. Or some such. Poor girl went topless in the cold air, for sure! The back of the pin is marked with a conjoined WH and a G. It also has a serial number A 090. The dangle is a locket that's never had anything in it. May never have been opened until I opened it in fact. I should know who this is, but it's eluding me.
