Paper covered glass cups- Question

I was thinking maybe sample or tasting or promotion cups for wine or sake. They stand 6,5cm tall and not very old I think. Thank you

    I was thinking for a votive or tea candle, to give the effect of a paper lantern.

    Perhaps the paper is packaging for shipment...I'd call them tumblers, not cups, however.
