Antique German Silver Bell Who is she?

I posted this bell in the silver forum an @Houseful was able to id the maker for me. BUT anyhow I was looking at the face on it more closely today an I knew I had seen that face before so after doing a little poking around on the internet I truly believe it is Rosa Luxemburg down to the hair style IDK but I recognized her picture from something I had read a long time ago about German History Stuff.
So anyways I did some more digging and what I have found is it is nearly impossible to find out any information on particular silversmith so frustrating. Any ideas on where to find that information. I tried all the key words I could think of an nothing. Any thoughts?
Also I added pictures of her what are your thoughts on that? Or am I just overthinking it?

I do know that another bell like this does not exist on my internet believe me I have spent countless hours searching. Maybe in another country I just don't know. The reason I posted in Antiques board is I figured the post would reach more people. The maker of the bell 'Friedrich Reusswig"
