    Something about this photo is very odd and otherworldly.

    It looks like a set from The Cabinet of Doctor Caligari, an expression silent film.

    Why do you think it looks like this?

    I think its a winter scene and so the ice/snow makes it look like this.

    I think this is an intentional effect. It's a bit too object specific to be an accidental over exposure.

    It could be a print of a negative printed in reverse colors.
