Brass Incense Burner?

We are cleaning up in prep for a move and out of the back of our sideboard came this piece. Appears to be all brass, with a removable top and some sort of stone or composite material inside the base. Anyone out there have a clue as to what this is and how it was used? Thanks in advance for any guidance.

Well,the very top of the pic is cut off and you dont give measurements,.but Im going to guess a paper spike.

Added pix showing the removable top and the base. It's 11" tall with the top on and the base is about 3" in diameter.

 

It looks like a rosewater sprinkler to me. Those are used in parts of Asia to welcome guests, much like incense is used.

If you tried to burn incense in this, it wouldn't burn for long, due to the lack of oxygen.

Btw, it is always good to show the entire item, so we don't have to guess what the top (or bottom) looks like. And size matters.
