Antique/Vintage Brass Flask?????

I'm still cleaning out my attic found more items,need help.This item look like an old flask.There's a place for a name.Under the bottom is,"Mech des pats pending.I don't see anything else.No top.Any idea what's this is and age.Measure 5"x3"

 

looks more like a toiletries item,,,,than a drinking flask..

 

Mech Des looks like the abbreviation for Mechanical Design - or something of that sort.

 

The puzzle is why would it be marked 'Monogram'...where a monogram belongs? Admittedly a weirdly phrased query...

And at 5 X 3...that's a lot of aftershave!

Thanks but my item is brass not glass,top don't screw on no threads.I've searched google still can't brass Talc powder.My item is older.Still searching,but again thanks
