Asian painting on fabric/silk signed Leong

Got this last week at a great estate sale. The guy didn’t have much not worth having. Not everything worth big bucks but everything was quality and nothing worthless. This was on the wall and marked $15. Clearly the didn’t think much of it. I thought it was pretty and got them down to $5-$10 somewhere. Figured it was worth a shot there. I assume it’s painted not printed but it’s hard to tell. The signature looks live for sure. I think it’s painted. It’s on fabric, I assume silk but not positive. There’s a few and a half Leong artists. Haven’t seen a match on the signature yet though. It’s a pretty distinct signature. Anyone have any ideas? Nothing at all on back of frame and frame is not much older than the 90s I wouldn’t think.
