    The holes in the sides indicate it was intended as a hanging pot, IMHO. And with no drain hole in the bottom, the plant should be in a pot of it's own, allowing the draining water to sit in the bottom.

    As for the outside, looks like a bamboo lattice to me.

    Sorry I can't say where or when.
