    I'm assuming it's a hand mirror...?
    It looks like cloisonne, it looks Chinese. Studded with turquoise cabochons. The handle and the carved medallion might be Jade or nephrite.
    There are other people who can help you figure out what the stone is and what the metal content might be.

    German Silver in this case may have been alpacca a non-silver alloy often referred to as "german silver." But not made in Germany which might have mislead the buyer whose feedback was much less than positive.

    Based on the one @LauraGarnet02 found, I would assume that these are fairly modern, and likely produced in China in some quantity.

    The last time I went into town, admittedly years ago, the Chinese shops still sold them. No doubt they still do. I always liked them.
