Do you know what its celebrating?

1895 Silver brooch. Found in the UK.
Ive looked, but can find anything it could celebrate to.

Too early for the Jubilee. I looked at a list of "stuff that happened" in 1895 and nothing jumped out.

 

A regiment badge?

 

Could it be 1885?

Defo a 9 - the hole is different to the 8, and the right side of it, dont curve in, like the 8.

I expected it to be related to the Jubilee, or some event like that, due to the look of the item. I expect it to be something big and official.
UNLESS its for an event outside of England.
