Group Photo "Peter Pan" Hats and Flower Pot?

    Anyone know what group this might be?

    Many have the same outfit and hats.

    I think it's a birthday party. One girl is wearing a crown. One is wearing what looks like a Devo hat, aka a flower pot. There's a picnic bench behind them, so a party or a church field trip or similar.
