    I googled gold anchor mark and find chelsea.

    Looks like it could be, also stylewise.:) Porcelain makers have been known to travel and work for manufacturers in other countries.
    Not my area of expertise though, so I'll tag some others: @Ownedbybear , @Ce BCA , @John Brassey .

    I've read that Chelsea is marked on the bottom, and the larger and more prominent the mark is, the less likely it is to be from that factory.

    I'm not seeing Chelsea quality, to be honest. And yes, it would be on the base.
