Probably but I’m not planning to clean it.

It looks like an ethnic-inspired fashion or craft necklace, my guess is 1980s.
It will look much better when cleaned.
The tarnished look is fine for those who prefer it for collectible jewellery, but fashion jewellery should shine imo, especially if you are selling it. Cleaning will also make the blobs of solder blend in more with the rings.
I prefer all my jewellery clean, but have bought some badly tarnished collectible pieces for bottom prices because no one could see their potential.

That is one of the reasons I clean silver! Plus, tarnish is not patina, it is damage and should be cleaned off. Silver can be gently cleaned without making the piece look like it was made yesterday :)

That actually looks deliberately blackened to me.

If it is, it is not a nice look with those bright seams and ditto blobs of solder.

I would also opt to clean it, I think the piece will look so much nicer when it's closer to a silver colour instead of black! the black kinda cheapens the look. But I always keep my silver as shiny as I can so that's just my preference! it's a pretty necklace!

Just to stick an oar in, it's later than the 80s - probably much later. Those stamped toggles didn't turn up until 2000 or after.

Looks like a hobbyist/student piece, the jump ring on the toggle was almost sawn apart when making the ring.
