It is a Spanish fan, late 20th to early 21st century. The frame is faux mother-of-pearl, which is basically a pretty plastic. The leaf is hand painted. This is an example of a nice quality modern fan, inspired by 18th and 19th century fans. Many Spanish ladies still use similar fans, as does yours truly. Mine has a classic Goya scene, often painted on contemporary Spanish fans, but yours has a detail of my favourite El Greco painting, which @LauraGarnet02 already found.
As above... "a nice quality modern fan" with hand painting. Not to be confused with the more usual mass produced tourist offering. It appears that fans signed "R. Segarra" have some value. Given the elaborateness of the sticks, I would think both of these examples are older than yours. Debora

I think that first one has a bone frame, which means it is likely antique. It has no loop bracket, which is usually present on modern Spanish fans. The more naively painted figures also point to age in Spanish fans. If it is the same name, maybe several generations of fan leaf painters? Here is the close up picture of the frame:
I think you're right re generations of fan painters using the same name. I see some signed R. Segarra from an currently operating (better quality) fan factory in Valencia. That means, of course, important to match signatures to confirm/not. Debora
