This is about 8.5 inches tall, heavy for its size at 1 lb, 2 oz. It is threaded inside the opening on the underside which I've tried to show in the last photo.
The tubes are hollow, and there is just a little slit to allow something to move between the bottom of the tube and the base.
Tried a google image search and didn't come up with anything. Did a little searching with brass tube and brass column, but so many results to go through. Thanks for any help or ideas to narrow down a search.

Just a guess, a thing for an organ like they have at Radio City.

Definitely like whistles or organ pipes. The 4 notes together may have made a very pleasing sound, like a harmonica.

An "exhaust whistle" means that the whistle is powered by the steam that comes off the exhaust. You'd pull a chain and it would open or close a valve that diverted excess steam through the whistle on the way out of the engine.

    Choo-choo!!
