Please go back and edit your post, to select "full size" for your photographs. It will make them much easier to see.

Can you give us more information about your piece? Is it a book? A presentation portfolio? How do the pages relate to each other? Are there more than 3 pages?

    Help us help you.

Idle guess is it's a proclamation of some sort, possibly awarding a title and coat of arms to somebody.

Wish I knew who and the family so I could return it to them.

I don't think it will be a difficult text for someone fluent in German, but you'll need to show more pages. I think that first page is a list of the titles held by Wilhelm III. The second page might get into the meat.

They could be papers of accreditation.

The name at the end looks like Otto Albert Friedrich Robert Wenhel (Wenzel?) of Frankfurt on Main.

The front page looks engraved. Don't know about the others (and could be wrong about the first). Looks to be vellum.

If the coat of arms is hand done, it's terrific. The writing around the coat of arms may be a description of the arms in heraldic terms.

    It's a beautiful document

I know it came out of a castle in Germany my grandfather took it back from World War II along with a sword I have with the same Family crest on it and someone’s name engraved in it.

A Google translation of this section includes the phrase "raised to the nobility" (What follows that seems to start the written description of the coat of arms):

It does seem to be a document raising Otto Wenzel to the nobility and assigning a Coat of Arms. I don't know what rank.

I do think this would be an easy read for someone who knows German (as I do not).

I'm reading the date as 1859.

I think it's worth something. Let me know if you're selling it.

Not even sure what it’s worth to even sell it. It would have to be significant for me to even part with it.

not interesting enough. a Legationsrat is the lowest rank in the diplomatic corps - attaché would it be - of a city is not really the top.
furthermore I have a stiff neck...
