Blue Glass & Sterling Votive Holders

I am assuming these are votive holders? One is just a bit taller, maybe there were three or more in different sizes?
I am finding "sterling" only on the bottom of one. It is strange that the other is not marked, or maybe I can't find the mark.
Any idea of the maker and the period they were made?

They look like salts to me.

I concur they are salts, been made with that pattern for years and years.
A lot of people like them. Just not bringing money.
