this chinese vase, is the wax seal or cartouche significant? also what style

    I think it's an export seal. The vase to pass inspection before it could be exported. May indicate that it's antique, but of no cultural significance. (Others may be better informed.)

    That doesn't mean it's not a nice piece.

    I agree, an export seal.
    In China it means it isn't antique either, because antiques aren't allowed out of the country.

    In some other countries a seal means it is either antique or looks antique-ish, but is of no cultural or historic importance to the country.

    Correct. Chinese lacquer seal as proof that the piece was evaluated by the relevant antiquities department (this one in Beijing) and that the piece could be exported (if/when accompanied by a purchase receipt.) No particular value as antique with cultural value or would not be allowed to cross the border and leave China.
