    On the top bid where is the Russian flag is made of porcelain.

    I would say it was made in the last 15-20 years.

    They are sold by mail order from the supplements of the Sunday papers.
    Base metal, not worth a great deal.

    Agreed. Not vintage.. Have seen similar ‘feel and quality’ ones just with other detail.

    in the 70s England was flooded with Russian pocket watches and matchsticks, brought in by sailors mostly and sold in pubs and other dark corners. then they had locomotives and other industrial stuff as subjects, now the police...

    And the tax police of Russia existed from 1992-2003, according to Wikipedia. Federal Tax Police Service of the Russian Federation. So that gives a date range for the watch.
