    Wait for the experts, but it looks more like Portieux Vallerysthal to me.

    several companies made similar scrolled sandwich patterns, and similarly colored opaque blue milk glass. The only pattern I'm finding that matched is Johnson Brother 'Everyday Glass' but can't find a matching candy/compote.
    you can compare the patterns details with the goblets at "R"
