Carnival glass?

Hello,
this is a short vase? It is pinched on the sides 3.5" T X 4.5" W. Is this carnival glass, it is a vase and who might have made it? Thanks again for the help.

 

Yes it’s older carnival glass, often called a hat vase. Not sure of the pattern maker off hand.

seeing multiple references to this 'Banded' vase, with several attributing to Dugan/Diamond but no confirmation on that attribution. DDoty has an engraved souvenir with a date of 1925 with no attribution. Mike Carwile of Carnival Glass Showcase states definitively that this is Dugan/Diamond; the date on the souvenir would lend toward Diamond and the location noted would be consistent as well.
