Featured Help w/signature & thoughts on Big (47 x 23) rainbow colored sea/sailboat painting?

I found this at a local thrift store today - it is big (47" x 23" paper in frame only) & colorful! I think it's a watercolor?
Was wondering what you thought of it - this one I'm sure is not a factory painting!
Also - more importantly - I am hoping someone can make out the signature's name?

Is it possible that this is a high quality print rather than a watercolor? It seems like there is a white border on top (is that a mat or part of the paper?) Also the back seems to be foam board which I usually associate with prints, but maybe this is perfectly correct for a watercolor, too.

It has a very distinctive style but the signature is a real challenge. First might be WM for William??

It's a vibrant piece, for sure!

 

I think maybe the black part is a woodcut and the rest is hand colored.

 

It bothers me that there is a white border on two edges but not the other two. Think you'll need to take it out of the frame to see if it has been cut down.

But I can take it out to check print or watercolir
