Well, I'm not an expert at all, but the stone could be some kind of red agates. Also, judging from the clasp it could be either from the 60's or later. I repeat, I' m not an expert.

Looks like a 60s-70s victorian revival costume piece. Stone is probably glass but could be plastic. Here is how to tell, and no, I'm not kidding... Tap the stone on your front teeth, then tap a known piece of glass and a known piece of plastic. You will feel the difference! The small pink stones look like rhinestones, and they are glued in, so that reinforces costume. Japanned is what metal that is blackened is called.
The pin is backwards, unless you're left handed. It has to be pinned into the fabric from left to right, hard to do with your right hand. Think the hinge places it earlier than the 60s, maybe 40s/50s.
I go with the 60s/70s contingent. The colors are dead bang for circa 1968-1974 and all wrong for the 40s. The center could be either glass or plastic; I've run into both.
