Unusual mixed media 'painting' help please

This is a bit unusual. The raised areas appear to be small pieces of coal or similar. I can't decide if it is good or not. It is certainly effective. Any ideas about its origin?

while it looks almost professional....the board and frame do not....

yet...it does have a lonely soulful look about it...

 

This looks like one of the amber pictures, but done with coal. That could be your solution - Eastern European souvenir piece, done by someone with actual talent. The amber pieces were often done on that sort of board.
