    A Venetian night scene. There are other "W. James" paintings to be found on the internet but no information about the artist. I would think decorative rather than fine art.

    Yeah I’ve come across a few similar paintings. I bought it for $25 at the thrift store today and it will go up on the wall soon. What would you say it’s worth?.. maybe $200 or so?

    Given it's most likely a commercial painting, it has no intrinsic value as a work of art. Therefore, it's worth what someone will pay for it which, in this case, is $25. Hang and enjoy.
