HELP WITH NAME ON '67 PAINTING

    I found this today at my local thrift store. I tried but can't make out the name - help?!

    I have a new computer with windows 10 & I can not figure out how to reduce photo size with cropping the photo!! I apologize if it blurred a little & will try to take a better one if needed.
    Looks like Wein .. something (and 1963 not '67)

    Gonna be a tough one. That first letter might also be a K, or even an M, & the next stroke that makes it look like a W part of the next letter.

    Try right-clicking on the thumbnail and see if it gives you options for opening. If so, try different ones. One will probably have a cropping option.

    Looks like '68 to me.

    There's something on my computer called Paint3D, which I didn't put there. It has a crop function. Don't know if it has a resize function.

    I use a program I paid for, but checking on what would be available without it:

    I open photos in my files using 'Photos', which came as part of the system. When a photo is opened, at the top right of the pane are some choices, including 'Edit & Create'. Under that is an "Edit' choice that includes cropping.

    I'm not coming up with much different than what @Bronwen put up, and I still think it's '63, but am also wondering if first name might also be a German type one, i.e. like 'Wermier'??? And with that chip of paint out in the signature.....it WILL be difficult to get......UNLESS it is familiar to someone!!!!!

    I see the first word as ending in M & the R either a middle initial or start of the surname. But that first letter does look a lot like a W; other than William, can't think of another name used in English that would look like this. Was squinting at it trying to see Kevin, but doesn't work. So my thoughts also turning toward other languages that use W regularly.

    Looks like a first name of "Werner" to me and 63. Can't make out the last name, though.
