Small NA pipe and tomahawk? Who When Where?

I picked up these little pieces today. They look like made by native American to me.
They are both 6" long.

These look to me like toys more than anything else. I'd say they were not made by a native person.

 

Does the antler pipe look like it has been smoked?

 

No it is not a working pipe.

I have no idea what the ethnic background of the maker was, but the items have little to do with NA tradition imo.

I agree that they are not Native American. but simply "Native American-style," non-functional souvenir items.

 

They almost look like YMCA Indian Guides (now Adventure Guides) projects. They don't look like any authentic Native American objects I've seen.

 

That gives me something to follow up on. there was a lot of YMCA and Boy scout things there at the same time.

I would concur that those were made by a Scout from a kit.
