An existing monument or fantasy piece?

I finally figured out the text. It’s a folk song by Slovenia poet Valentin Vodnik (3 February 1758 – 8 January 1819).

    Mat' — černa zemlja pjejo
    Njih pjejo pa drevésa,
    Studence pije morje
    Pa morsko vodo sónce,
    Svetlòbo sončno Luna. —
    Kaj brante men' prijatli
    Ak pijti me je vólja?

So, I thought this could be a monument of Vodnik but I did not find anything with that shape.
