How big is “big?”

 

It appears to be a tray from the Near or Middle East. Someone else may be able to tell you exactly where.

It’s about 4 feet tall

 

By far the biggest I’ve seen, in the biz they’d probably call it “monumental.” Most I see are barely 3’. Looks like the cloudy-looking surfaces were acid etched. I like big brass trays with good engraving, and those seem to cost $20-50 here in the mid Atlantic USA.

 

They're not at all uncommon; souks are full of them. And the name of the manufacturer isn't going to matter because they're made in small workshops.
