Featured Stamped 1883? Anybody know what this is?

I'm new to the site, and just getting into the world of antiques so I have a lot to learn! If anyone could help me determine what this is, and if that stamp says 1883 for sure!? That would be fantastic. I received it for free from a neighbor and so in love with it.

 

Stamp says 1993. Assume on wheels? Typical rolling server. Some are fitted inside as a bar.

 

No wheels or missing spots where wheels would have been. But as I look closely at the fasteners and screws on there you have to be correct, 1993. Still not sure what the hinged top is for though?

I know teenagers who think anything from the 80s is really old, and at least one clothing dealer guy thinks 90s sweatshirts are vintage. It's nowhere near a legal antique, but whether it's "old" depends on who you ask.

 

The style of the piece is Art Deco, is it not? So if made in Korea that late, must be Art Deco revival. I don’t see much of anything from Korea, but I’m surprised it doesn’t say “South Korea,” demonstrating my ignorance here.

Similar furniture was made in Italy in the 90s. Often a bit more showy, with green marble inlay, etc.
