Woman in Uniform? Worker?

    Sorry I'm back again!

    I can't figure out what this lovely lady is doing. Also, her shoes and clothes are throwing me off as to what time period it may be.

    Any help would be appreciated!

    They look like work clothes---but the shoes are off for that. Is she missing her outter dress ??
