Does that hole in the stump go all the way through? It has a Staffordshire sort of look to me... a bit naive... but I would guess Continental.

 

Actually there are several species of goats that have erect ears.

There is some handwriting on the bottom.

I've read in these pages that the very small hole in the bottom indicates earlier, original work. As opposed to modern knockoffs that have a much larger hole.

 

She would be considered kilted, wouldn't she?

Scottish isn't out of the question.

Holes like that are usually a vent hole - but they don't go all the way through. It looks like it might here. Makes you wonder if something is missing.

With solid porcelain you need a vent hole to allow gasses generated during firing to dissipate. Otherwise damage might occur. Slip cast figurines are a thin porcelain shell that does not need venting, but does need draining, so the holes on slip cast pieces are much larger.

If you have a figurine made of solid porcelain, old or new, you are most likely going to find a vent hole somewhere.

 

I don't know who made it, but it looks really nicely done.

 

Of course, it doesn't have to be of Scottish manufacture for the female figure to be kilted.
