Brass cotton reel holder...Arts & Crafts?

    Hello all - can anybody shed any light on this brass cotton reel holder? It was part of a mixed auction lot so I have no idea as to its history. It is handmade, about 23cms high and holds 12 reels (removable by pulling up the pins) and with a pin cushion at the top. The 2nd photo show the initials stamped on the base - LG...W...LET??? My guess is that it is Arts & Crafts but I've been unable to find anything else quite like it or identify the maker's mark. The internet has thrown up some Victorian ones but they are much more ornate. Any thoughts would be much appreciated.
