Older looking smelly decanter

This belongs to my friend, her elderly neighbor gave to her, what is it used for.

The outside is leather and the inside feels like a plastic barrel .

Looks like a barrel from around a St Bernard's dogs neck.

if it was a real one it would be wood.
what you feel inside as plastic might be waxed wood if it's the real stuff.

 

The end looks plastic so it may be a newish one. Kind of cute
