    Trying to figure the maker and what’s the scenes about?

    I wouldn't be so sure those were Victorian. To my eye, they appear to be early 20th century. The first scene is a shepherdess being presented with a bird cage. (Here's 'The Bird Cage,' a Nicolas Lancret painting, with a similar scene.) And the second scene is of a shepherdess with a suitor. (Here's 'The Shepherdess' Suitor, a French School painting, which very well may have served as inspiration for your plaque.)
