Help w/Artist's Signature on Tarkay-ish Painting

    I like this painting but I like the frame even better; it's thick, almost shadow box effect, with a beaded like trim.
    I first thought the signature was Burnett but I can't really read it - can someone tell me who the artist is & if it's worth keeping as is or could I use the frame for a better painting?

    Looks like a factory knock off of a Tarkay.

    I think it to be nothing more than decorative, but the frame is gorgeous and I'd think nothing of tossing it out of its frame!
