Help with signature on old, french(?) painting

    I found this today at a local thrift store (along with a Matisse copy(?) & a BIG (46" x 33") Patrick Nagel) today. It has a signature on the front + a little note? with possibly the artist's name on back.
    Does anyone know who the artist is?
    Is this anything special?

    I doubt it’s a note from him, he didn’t paint most of the pastels signed with his name. His company “Chandler Studios” had dozens of painters doing these pastels.

    And they painted the same themes over and over. Decorative. But very of its period.
