    Wow, I won't lie, I wish I had that.

    But yes, it's a wick-trimmer, as others have said.

    When candles burn for long periods of time, when they're extinguished, they can leave a long section of burned wick behind. If you light it up again, the long wick will start smoking and pumping out soot.

    To make the candle burn cleaner, you cut the wick to a shorter length so that the wick burns the WAX, not the wick. It's the same as how if you light an oil-lamp with a really long wick, it smokes, but if the wick is short, it just glows.
