Very interesting. I can't help, but they always like to see the whole bottom. Can you take a photo of it and post, please

No problem. You are new, so you don't know what the experts want for their evaluation. Bottoms of everything are always desirable. You'd be surprised what else they ask to see. :)

My day was boring, but with you guys there is always something new to learn, flying frogs, paintings, items never seen before, some humor. Thanks guys, all of you.

Not seen one exactly like this before, but if it's Asian then I think it would be Japanese, Taisho era.
    Quality looks extremely good.
Can you make out any fine crackle in the underside base, or is the clear glaze homogenous?

It does have the Japanese aesthetic, the cloud ground is a bit unusual for Japan though as it's more of a Chinese thing. I can't tell if it is slip moulded or applied decoration from the pics. It would be a huge amount of work if it was hand done. It would be helpful if you could take some clearer shots in daylight including the back end of the dragon with it's legs in frame.

To my eye, it has both Japanese and Chinese elements, but the color of the glaze, and the sober effect of the design, makes me think of Korean celadon ware, which is growing in popularity in the last few years.
