3 boys piece . . . Artist's Sig?

I'm hoping someone can help identify the sig of this (colored pencils? pastel?) piece. P. Spencer 67?

It was framed in Narberth PA, USA.

BTW, those are dryer sheets on the back of the frame--keeps critters away in storage.

 

I would think work of local artist.

And it looks like you have interpreted the signature correctly. I'm not sure about the last digit, though. Sounds like you are not sure, either. But it probably doesn't matter. There were once some other papers taped to the back. Too bad they are gone!

 

Love the inclusion of the green glass ashtray in portrait of 3 boys. So of period.
