Krull with an umlaut (?) over th U. 14/10 would be Oct 14 I think since Europeans use the day then the month.

 

I see Krüll too but can't find an artist by that name. I think asking at the local tourist board or cultural center might be worthwhile although the type of place where lots of artist's pass through I suspect.

Maybe Kröll, seems to be at least a few artists with that last name.
