Help w/artist name on 'mixed media'(?) painting that looks like it's made w/some kind of course hair

    I found this at a thrift store today. I know that I know the artist - that I've seen his work before with what looks like horse hair or something mixed in the paint? I'm pretty sure it's what he's known for, but I can't make out the name or even remember it from what I can see.
    Can anyone tell me who the artist is? (I think I see Ferquet?)And what is the purpose of making his paint/paintings look like this?
