Featured Sumida Gawa set

There is one similar under Ebay sold but says unsigned and does not have the unglazed sections of the little characters. They are calling it "assorted mini vases". Would this just have been decorative, or did it have a purpose? Also long shot, but any help with the signature. Even correcting me on orientation would be a start. Thank you.

i had a sumada gawa jug once, and the makers sig was on a little white 3d plaque the other side of the figure
