Featured little silver dish with Tanzanian coin

I'm wondering if anyone can tell me what the mark on the back of this little dish says/means.

It's just a 3" shallow bowl with a 1966 Tanzanian 1 Shilingi Moja coin inset in the bottom. (I found it under the kitchen sink a couple of years ago when we moved into this house. I also found a 1970's box of Jell-o under a lazy Susan in a cabinet. I figured this dish had more possibilities...)

I've looked up the coin.... It's the mark on the back of the bowl I'm asking about:

It almost looks like PAK 94 (or 90) SIL(?)

I almost forgot... I found this little guy (1 1/2" tall, made of tin) in the kitchen, too!
