    To my eye, the surname reads "Evans" but I could well be wrong.

    Why did someone rewrite the date? It originally said "1926" then someone wrote "9/16/26"

    I have it larger than Debora's enlargement, but I'd say no clearer than hers! Still kind of looks like EVANS......

    Here's a work by a Thomas S. Evans. Right period according to eBay seller but... no signature.

    Yours could very well be a student work. It's the type of thing that's very difficult to assign an "artist" to.
