Featured Antique watercolor singed on back

I bought this yesterday and removed from wood frame, any ideas on who the signature belongs to, done in pencil. Also the stamp on back of cardboard, can't find anything but, but most important, I would like to know who the artist is.

Yeah does look like Paul something but maybe a different first name. Here are the pics of the frame.

 

I thought the name looks like Paul Soupat, so I searched for that name and found a Paul Soupat, apparently from Geneva. I think the source publication is some sort of list of students(?) at an academy, but...

— The dates seem to be earlier than your art seems to be
— It appears the Paul Soupat in the list here was studying “sciences et lettres”

Not much help, I’m afraid.

 

Very cool Morgen, Thanks so much for this info, now I can search for more info on this name, my painting has an old smell though, not sure when this type of paper came out.

 

Could it possibly be signed on the bottom right? Hard to tell.
