Forgive the badly focussed images but the carving is very finely done and I'd love to know what it is meant to signify.
The message is stuck inside the lid, just to add another dimension. "Just a small token from an admirer. Senator" (This box and I are in the UK and I can't think of any scenario here that has senators).

Can you please provide more pictures, and a reference of size.

It's similar but not the same. The eagle sort of wears the shield on the us navy crest. This bird doesn't look like an eagle and it's standing on top of the shield.

Seems to match this version. I will try to find out more, im not certain this is an official presentation, as it is not labeled.
Sorry, I duplicated Holly. I was still typing. ;)

Shame the senator didn't sign his name or I might have been able to date it.

No seagull I have ever seen has such muscular legs. Theirs are like sticks. ;)

Maybe you could guess a rough date, by checking when this version was used.

@Nutcracker Do you have any decks of playing cards to try out in the inside spaces?

I do. Assuming all playing cards are the same size, they fit top to bottom with a couple of mm to spare, but have a good couple of cm (about an inch) spare on the side, so I'd guess it's probably for cigs rather than cards.

Just a guess.... sometime in the last 100 years.

And I think that "sometime" might be closer than you think.

I just compared a standard deck of playing cards to current day filtered cigarettes. The top to bottom comparison is remarkably close. To me, that means that if the box was for loose cigs, the cigs were assumed to be filtered. I'm not all that up on cigarette history, so I don't know when filters were added, but I would not be surprised to find that the date was mid-century or so.
