I cannot find any information on this whistle. It’s body is copper and the top and bottom are brass. It’s made by the Frost company. Does anyone have have an idea on the time frame/value of this piece?
As soon as I saw it I had a wild thought that it might be a police/law enforcement baton/nightstick with whistle. Is that what you think it is?
Looks like a steam or air whistle off of a piece of machinery or factory. Size of the item might help!
HA! Coreya got in while I was editing!!!!! From the looks of the bottom fitting, it looks like some sort of a steam whistle!! Maybe it told work shifts when it was time for lunch or breaks!! The bottom of it's out of focus, but view-able......At least that's MY thought!!!!

Well...here is my .02 worth If it was made by a boiler company, it would be a Steam Whistle to be mounted on a boiler/Steam Engine.
HI..It looks like a water hammer pipe that was made into a whistle ..... meant to go in a water system to relieve air / hammer inside pipes. Someone got creative and made a whistle out of it...I believe......
I see a fitting on the bottom. Do you have some good ear protection? An air compressor? One of those rubber-tipped blowguns? That's how I test them. Did it once with a locomotive horn and it was one of the loudest sounds of my life. Try low pressures first.
