    OP can find out easily, it opens up by four screws on slide catches at the corners on the front. Maybe op will open it up and show us. It appears to be essentially a very low frequency signal generator, aka time interval unit. It generates pulses and you can set their voltage and time between them. And you can start and stop the pulses remotely.
