Help with signature on familiar looking antique print - Charly(?) is last name?

    I found this today at my local thrift store. I was allowed to look in back at a new truck load that came in & picked out this and one other (a lot newer). I'm sure I've seen this scene before with a sea captain & his son (or grand son?) but I don't think it was of a child copying his dad smoking a pipe; I think I remember a older catain looking out at the sea with his son/grand son?
    Can anyone tell me who the artist was - looks like Charly was the last name?
    Someone please tell me I found a winner today?!

    Frantz Charlet (1862-1928) was a Belgian painter.
    Given the costume of the smallest child, he painted this while he was on the island of Marken, the Netherlands, which he visited in 1885.

    Young boys on Marken wore skirts just like their sisters, but of different fabrics. I think I spot a floral apron, that means this child is a boy. The other boy was old enough to wear trousers.

    Marken costume in the old days. The costume is roughly the same as it was in the 16th-17th century.

    A very sweet scene. And thank you Any Jewelry for adding context. Charlet was considered an Impressionist.

    So this is from 1880's?
    Going to look but feeling pretty good with the $39.95 I paid for it!

    It appears to be a print and may be much newer than the 1880s.

    Does it have plate marks? Looks like an aquatint etching. Btw an etching is a print.
